A very interesting & unusual item. This is, on the face of it, the 2004 Northern Ireland self adhesive booklet, but it has a badly miscut, monochrome cover. The stamps are of a much duller appearance than the issued booklet. The cover has the House of Questa imprint, yet the issued booklet was printed by De La Rue. Indeed, it has the 'D1' cylinder numbers, as you'd expect for a De La Rue booklet.
